I know at UC lecturers can't scale marks.
All 'raw' marks have to go to the Divisional Academic panel and if they see the marks are 'unusual' for that subject etc, they can scale marks.. Rarely happens though...

Ours did the same - went on 7.30 report, wrote in canberra times, the university monitor , the age, daily telegraph , SMH - all these papers he said the university is worried about equality - but it changed pretty quick!!
Down here at Canberra (UC) they havent used any scaling for about 5 years now . The uni etc arent allowed to scale, we are given what makr we deserve, BUT all lecturers have to submit their assessments and marking criteria to the divisional board or something to ensure it is at the right standard.

I think it is inevitable, especially since ANU posted one of the biggest losses of any Aust uni last year - $12million in the red.

UC Council just approved fees rise by 20% next year.
Realistically speaking, there is a high chance now ANU will rise - problery wait now till 2006 as they said publically they wont do it (although UC said that)..
