it's a very common practice after the HSC trials. When you're not really learning anything, and you're pretty sure that you could be revising more effectively without the teacher, a lot of people just stay at home to work by themselves.

I'm pretty sure those fees are for a full study load in those courses. Ie. 24(= 4 x 6) uoc per semester, 48(= 8 x 6)uoc per year. (most subjects are worth 6uoc)
