Wow, okay I guess I expected the system to be fairer than it is. That really really sucks then, if someone gets rounded up to be equal with you, dragging you down.
I understand that it would create the potential of schools to cheat the system, but I thought there would be a better system to...
Reminds me of when I got ripped off by a mark in chemistry. He was saying how it was only 3% so why does it matter. I said something along the lines of "exactly, so take 3% off everyone else then". Needless to say it was easier to edit my mark to what it should've been. :D

Because it is not relative*. It dilates or contracts.

Relative differences. While that person's HSC mark is raped, the other person's internal mark will not be that bad as relative differences are taken into account.
Both would get 96 for their assessment mark. If the relative difference is that much, and maintained, the 2nd person gets 95.99 - rounded to 96. Of course, you wouldn't have fractions that small.
Remember that assessment marks are calculated off relative differences. If your ranks are that close, you may end up with equal assessment marks, or 1 mark off.
Yeah that's ok, it can get confusing for new members when the exam thoughts are highlighted so much. You will get more help if you get this thread moved though.
