i cant find anything on:

"How participants are supported:

- the formation of teams of workers separated by distance is no longer a problem. ideas and data can be freely exchanged through the implementation of the various technologies (teleconferencing, voice mail, email, fax, etc).

I would guess 2-3 marks for this question.

Yeah Huy is right. Maybe if you stretch it it would be a 4 mark question.

when answering short-answer type Questions,

each point is worth 1/2 a mark.
so for a 3mark Q, write down atleast 6 points.

I think it has changed for the 2002 and most-definately for the 2003 HSC, as can be seen in the 2003 CSSA Trial. (I know the trials aren't exactly paralleling the HSC in terms of the marking criteria and guidelines, but they're close enough I think, to the real thing).

I would have said that for a short answer response, each valid point (or logical point) is given 1 mark, with a supporting explanation or valid reasoning. So if we use your understanding, each point (the "identify" verb) would be half a mark, but if you don't expand on it, then you won't get the full mark (which makes sense).

So if you've got a 3 mark question, you'll be needing to identify 3 components and then having to elaborate on the 3 points or at least have some sort of concluding sentence/statement about the entire 3 concepts before you're awarded 3/3 (otherwise, it would be 2/3 I would assume).

I could be wrong, but for 1-3 mark short answer responses, they're only looking for something specific, that everybody should/will get correct.

It's only when you talk about the 4-6 mark questions that will require in-depth responses and a more detailed answer other than just a few bullet points or one or two words (which will not necessarily answer the question, in question ).
