or get photoshop elements (a cheaper cut down version of photoshop)

Yeah, I'd say go with open source. Free, better, and a truckload of support for it. Photoshop has a well renowned name, but doesn't make it all that great.

Photoshop is better than gimp unless you're just after extremely basic features.
