Depends on the question, but generally integrating it into the essay makes the whole thing flow and look good to the marker.

If the UN could enforce its treatys/covenants/declarations etc it would be effective, however it cant......... its like a teacher telling u to do something but not being able to give u a detention if u dont abide........... nearly pointless if u ask me
