reformated. installed directx 9c . than catalist 5.6 and restarted, tells me that CLI.exe could not load and then cli.exe could not load at start up. WTF?

i cant acces it from messenger. it just stays on the loading screen forewer. and i cant access it from hotmail.com site. other emails that are not logged on to messenger can be accessed through hotmail.com site. i just need the patch . i remenber i downloaded somewer and my life was easier.
