Yes and no.
In theory, the assumption is there; however, in practice, it is not.
It has been argued that the Mathematics course is too easy and that, were the Extension 2 students to take it, they would all receive full marks. This was the original reason for removing it from the Extension 2 curriculum - and it has only remained this way for historical reasons (even George Cooney argues against it).
The marks for an Extension 2 student are based entirely on their performance in the Extension 1 and 2 courses.
To truly achieve a mark of 100% in the Mathematics course, you would need to score 100 in the exam
and be ranked first for your assessments (to ensure a mark of 100 as your moderated assessment mark). It's more difficult than it sounds.
