Sorry, I'm not familiar with that one. However I do know that you will cover topics like Internet routing, LAN routing, Bit-torrent etc. in the 400 level ECTE networking subjects.
Distributed systems sounds a bit different though... It sounds like something to do with distributed computing...

I'm sorry that you had such a bad experience with the UOW ICT program. However, to be frank, I would not count it as one of the top programs in Australia. You would be much better off going to one of the Sydney universities.
The CS (I forgot what it is called now) side is much better in comparison.
I did one very basic economics subject for fun... and I would say general maths is probably not enough. You should have at least 2U in my opinion.
However, the good news is, it should not take long to pick up if you work hard.
Oh, he is an awesome lecturer. Someone almost lost an eye when I was in his class.
Although, I have been told that after first year, his lectures are boring.

I agree, buying a netbook for engineering is a waste of money.
You will need to use MATLAB all the time and that would crawl on a netbook.
A laptop is useful if you don't want to be cooped in the lab all the time.
