ActS/Fin is a silly combination due to the huge amount of overlap (like you mentioned). My suggestion is to drop the Fin and replace with something more useful like Commerce (only if it's accounting) or Econ. Or if you really like Finance, drop finance and major it in Commerce (along with...
Actuarial studies is one of those degrees regulated by a governing body (like medicine, accounting, etc). Every uni will claim theirs will teach it the best, when in fact all the units for actuarial studies have more or less the same course work.
Correct - EMET1001 isn't required for Actuarial. EMET1001 CAN be required for Finance if the student did not do STAT2032. I did both however just for fun.
Not true about honours/masters but probably true about credit aveage.
You won't find many graduate recruiters (not just for Econ but for any field) wanting you if you've gotten an average below a C.
I've got a friend graduating last year who landed a job with KPMG's Econtech department. She is doing Arts/Econ (without honours).
Here are some employers you can work for as an economist:

Finance if you want to move into the private sector
Economics if you want to move into the public sector

Why wouldn't employers look at ANU's Eng grads? Do you really think they'll go "Oh this student is from ANU *resume in bin*"
I don't know if it's well regarded but my mates tell me UNSW is more prestigious. You won't find civil or chemical engineering taught at ANU.
