To set your mind in peace........ yes u are eligible to change, once u become an australian citizen which is like 2 yrs after PR (law may change later) u can go up to the administration at ur uni and fill in the hecs form where u can chooose to pay upfront or obtain hecs-help. Hope this helps.

In additon there's are people who choose to defer their course hence those vacant places are given in 2nd round offers. Sometimes the head of the course will add in 1 or 2 places if beleive u are suitable for that particular course.
