You should be able to give examples from a range of houses and villas from both cities. Choose houses that show a variety of themes. Eg House of the Vetti shows social structure, freedment, commerce, wealth, religion.
Look at to what extent geopolitical events led to detente. The USA and USSR each had different reasons for detente, both policical and economic. You'd need to look at each for both sides.
Eg: Vietnam. USA economy going into recession, massive military spending, unpopular war at home...

They are not the same, however, they do both ask you to make a judgement. Evaluate means to judge on a hierachy. What was the most important factor? Discuss the most important factors first and then scale your way down. You do need to say why one factor was more important than another.

Quotes, if used well, do add something to your essays. But, too many students use descriptive rather than evaluative quotes. There's no point quoting a fact, quote (or paraphrase) an opinion instead. If the question begins with evaluate/asses/...
