As far as I know, they can't ban your connection for uploading too much. They can, however, slow down your speed or charge you extra (or both), depending on what plan you are on.

It really depends on what you need it for. A 128MB Radeon or GeForce (depending on manufacturer can be anywhere from $200 - $600) would be fine for most games. If you plan on playing things like Doom 3 at higest graphics settings then you may need to go a bit higher and get a 256MB card...

As far as I know, Word can't read PDF files and thus tries to convert them (unsuccessfully). Get the (free) Adobe Acrobat Reader (google it). That is the best thing for reading PDFs.
